Shillong, Oct 30: Meghalaya Chief Minister Conrad K. Sangma on Thursday announced the Chief Minister’s Mission of 100% Toilets, aimed at ensuring that every school in the state has toilets with water supply, while stressing that the education sector is transitioning into a more structured and organised system.
Speaking at the inauguration of the MPOWER Education Conclave 2025, organised in collaboration with the Department of Education, Sangma said the government is rationalising schools and assets, reducing institutional categories, and laying the foundation for long-term transformation in education.
MPOWER Meghalaya is a World Bank-supported, government-led initiative designed to enhance the well-being, empowerment, and resilience of adolescents aged 9–19.
“This mission will cover schools, colleges, hospitals, offices, tourist places, and public spaces, ensuring universal sanitation and access to clean toilets across the state,” he said.
Education Minister Lakhmen Rymbui, Chief Secretary Dr. Shakil Ahammed, Principal Secretary Sampath Kumar, Commissioner & Secretary Vijay Kumar Mantri, and Commissioner & Secretary R. Rapthap were among the dignitaries present at the inaugural session.
He said as a government and as educators, the focus must return to the child — that should be our driving forces.
He added that reforms in education take time but are crucial for lasting change.
“Education is a ‘sticky’ sector — the results of today’s reforms may take ten to fifteen years to materialise. But the foundation for lasting change has been laid,” he said.
He pointed out that Meghalaya faces structural challenges with 14,000 schools and multiple categories of institutions, making rationalisation a critical need.
Sangma also highlighted that the state’s flagship MPOWER program, supported by the World Bank, is addressing adolescent challenges like school dropouts, teenage pregnancies, and substance abuse by tackling emotional, physical, and psychological factors.
The Chief Minister further said the government is working to create a structured system for SSA and ad-hoc teachers to ensure job security and predictability.
The two-day conclave features sessions on NEP 2020 implementation, teacher training, school rationalisation, PM POSHAN, PM SHRI, and the role of communication in education.
