NSF seeks law to regulate fees, teacher pay in Nagaland's private schools

Kohima, July 28: The Naga Students’ Federation (NSF) has urged the Nagaland government to enact a law regulating fees, admissions and teachers’ salaries in non-government educational institutions across the state.

In a representation submitted to the Chief Secretary on Tuesday, the federation called for the formulation of the Nagaland Non-Government Educational Institutions (Regulation of Fees) Act, saying the legislation is needed to protect the interests of students, parents and teachers while ensuring greater accountability in the private education sector.

While acknowledging the contribution of private schools and colleges in improving educational standards in Nagaland, the NSF said the rapid growth of the sector has made it essential to establish a regulatory framework to monitor their functioning.

The federation alleged that many institutions impose arbitrary fee hikes, placing a financial burden on parents, while teachers are often denied fair salaries and other legitimate benefits.

It proposed that any fee regulation mechanism should consider factors such as the institution’s location, infrastructure, courses offered, qualifications of teaching and non-teaching staff, salary structures, annual increments and expenditure incurred per student.

The NSF has asked the government to constitute a high-powered committee within one month to draft the modalities of the proposed legislation, prepare a comprehensive policy within three months, and enact and implement the law within six months.

The student body said it has also enclosed references to fee regulation models adopted by other states and would submit a draft policy to the government.

It stressed that the legislation should be framed after consulting all stakeholders to ensure a balanced and effective regulatory mechanism for private educational institutions in Nagaland.
