Salient features of Meghalaya Street Vendors Scheme 2023

Shillong, Oct 19: The Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme 2023 was approved by the Meghalaya government on Wednesday to identify between legal and illegal vendors.

The Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme 2023 aims to provide a legal framework for street vendors and ensure their protection and livelihood. It will also establish a regulatory mechanism to streamline street vending activities and maintain order in public spaces.

The scheme was finalised after receiving suggestions from various stakeholders in the state, including Khasi Hills Autonomous District Council, Khasi Students’ Union, Rangbah Shnongs, hawkers’ association and others.

Important for vendors: 

First, vendors must have an EPIC issued by the Election Commission of India and a certificate proving at least three years of residence in Meghalaya.

Second, they should have been vending at a spot for a minimum of 6 months.

Additionally, vendors outside the Shillong Municipal Board’s control areas need a valid trade licence.

About this scheme:

A town vending committee will be constituted.

This Committee will be eligible to identify legal vendors based on criteria like possession of an EPIC card or a certificate of residence for at least three years in Meghalaya.

It will help in balancing between providing livelihood to street vendors and looking after issues such as law and order, decongestion, and the safety of pedestrians.
The government will strive to provide dedicated vending zones and market spaces to street vendors.

A survey will be initiated for street vendors and the applications will be processed based on the criteria as laid down.
