Tura, Aug 10: A joint meeting was organised by the Achik National Volunteer Council (ANVC) and ANVC-B to discuss on the long pending and unfulfilled provisions of the Agreed Text for Settlement (ATS), signed on September 24, 2014.
An extensive discussions was held particularly in light of Para 12.1 of the ATS, which mandates that the Centre Level Monitoring Committee which review progress in every six months.
The last meeting was held on 2020 since then no such meeting was organised.This prolonged inaction undermines the very spirit of the Accord.
A letter was submitted to Union Home Minister Amit Shah regarding the long pending issue.
“As per Para 12.1 of the ATS, the Centre Level Monitoring Committee was to convene biannually. No meeting has been held in the last six years. We urge that the next meeting be convened in Garo Hills, acknowledging the regional significance of the Accord,” stated in the letter.

It further stated, “Para 1.1 of the ATS assured concrete measures for the preservation of Garo cultural identity, protection of the language, and the devolution of funds to grassroots institutions. These commitments remain unimplemented and require urgent attention. Paras 7.2 and 7.3 emphasize the establishment of an effective fund release mechanism and the creation of village-level traditional institutions through enabling legislation. No tangible progress has been achieved to date,”.
“Para 7.5 recommended enhanced financial assistance to the Garo Hills Autonomous District Council (GHADC) to enable viable developmental programmes. This provision has not been realized, leaving the Council financially handicapped,” the letter stated.
It further added, “Para 9.3 committed to a one-time financial support over five years to strengthen grassroots governance. This promise remains unfulfilled, impeding the envisioned strengthening of local self-governance structures,”.
The letter stated, “Garo Accord was a historic step toward peace, empowerment, and inclusive governance. Neglecting its provisions not only breaches the trust of the signatories but also erodes the faith of the Garo people in the democratic process and the future of tribal governance in Meghalaya,”.
