Guwahati, Sept 22: Prime Minister Narendra Modi on Monday laid the foundation stone and inaugurated development projects worth over ₹5,100 crore in Arunachal Pradesh, asserting that the state is not only the “land of the rising sun” but also a land of “fervent patriotism.”
Addressing a public gathering in Itanagar on the first day of Navratri, the Prime Minister hailed Arunachal as the “pride of Mother India” and the Northeast as the “Ashtalakshmi of India,” stressing that the region is fast emerging as a driving force of the nation’s development.
“Just as the first colour of our national flag is saffron, Arunachal’s spirit too begins with saffron. Every individual here is a symbol of valour and simplicity. From the Tawang Monastery to the Golden Pagoda in Namsai, Arunachal is a confluence of peace and culture,” he said.

Key Announcements
• Two hydropower projects – the 240 MW Heo and 186 MW Tato-I, worth over ₹3,700 crore.
• A modern convention centre in Tawang at 9,820 feet to host global conferences and cultural events.
• Infrastructure projects worth ₹1,290 crore in connectivity, healthcare, women’s hostels, fire safety, and tourism.
Highlighting Arunachal’s transformation, Modi contrasted the present with the “decades of neglect” before 2014, noting that the state’s share from central taxes has risen from ₹6,000 crore earlier to over ₹1 lakh crore in the last decade.
“When intentions are noble and efforts are honest, results are visible. The Northeast is no longer the last priority of Delhi—it is now at the centre of India’s growth story,” he said.
The Prime Minister underscored the impact of the Vibrant Villages Programme, under which more than 450 border villages in Arunachal have gained new roads, electricity, internet, and tourism opportunities. He stressed that villages once dismissed as “last villages” are now celebrated as the nation’s “first villages.”
He added that border and tribal districts once labelled “backward” are now being developed as “aspirational districts,” bringing faster growth and better quality of life. With improved connectivity, tourism in Arunachal has doubled in the past decade, Modi said, adding that the upcoming Tawang Convention Centre will boost conference and cultural tourism.
Governor K T Parnaik, Chief Minister Pema Khandu, and Union Minister Kiren Rijiju attended the ceremony.
