CM Conrad inaugurates State Education Commission’s office, hopes for healthy transition in the edu sector

Shillong, Aug 03: Chief Minister Conrad K. Sangma on Thursday inaugurated the office of the State Education Commission at MBoSE office in Shillong.

Meghalya CM Conrad Sangma after the inauguration highlighted the main purpose of the committee, he said the main aim is to look into the overall structuring and reformation of the education sector as a whole.

“There are may challenges and stakeholders involved in it. Hence, only the commission can do justice to the education sector”, he said.

CM also expressed his happiness as the inauguration was held on Thursday followed by the first meeting.

He hoped for better and healthy transition in the education sector.

Meghalaya government recently notified the members of the State Education Commission with Prof. SM Sungoh, Department of Education, North Eastern Hill University (NEHU) as its Chairperson.

Prof David Reid Syiemlieh (Adviser, Academic), Former Chairman UPSC, Government of India and Tony TC Marak (Adviser, School Sector Reforms), Retd IFS and former Executive Chairman MBOSE, Government of Meghalaya are Advisers of the Commission and Ambrose Ch Marak, Secretary in-charge Education Department, as Member Secretary.

The commission also has 12 co-opted members. They are: Dr. (Mrs) C A R Diengdoh, Retd CDC NEHU, Shillong, Dr. (Mrs) Vanessa Kharmawphlang, Retd Principal, CTE (PGT) Shillong, Dr. (Mrs) Nikme Salse Ch. Momin, Professor NEHU, Tura Campus, Shri. P Ryngksai, Retd. Addl. Director of School Education & Literacy, Shillong, Dr. Charles Reuben Lyngdoh, Associate Professor, Synod College, Shillong, Dr. Sanggra A Sangma, Associate Professor, Department of History, Don Bosco College, Tura, Shri. Rahul Chatterjee, Assistant Lecturer (Physics), Jail Road Boys’ Higher Secondary School, Shillong, Brother Solomon T Morris, Principal, St. Edmunds School, Catholic Christian Brother Institution, Shillong, Shri. Richard Uriah, Principal North Liberty Hr. Sec. School, Jowai, Shri. The term of the commission is for two years.

Terms of reference 
1. Advise the Govt. of Meghalaya on matters related to the school and college system, salary and school structure, school management functioning and accountability
2. Recommend concrete solutions and strategic interventions and policy decisions for ushering reforms in the school & higher education system from the perspective of NEP 2020 and fulfilling its various principles and articulation

Roles & Responsibilities 

The Commission shall look into all the major issues that are impacting the Education Sector in Meghalaya, on matters relating to :-
• Management of Aided Schools and Colleges , their performance concerning general administrative functioning, operation and accountability of SMCs
• Consolidation of the different categories of Aided Schools & Colleges and suggest systems for granting and/or upgrading Aided status of Schools
• Establishment of effective mechanism to ensure pay parity with regards to the salaries of teachers under different Aided categories with respect to Government teachers
• Way forward for the issues pertaining to teachers under Samagra Shiksha Abhiyan
• Rationalization of Schools especially with regards to unviable schools, surplus schools, low enrolment schools (zero enrolment/single digit enrolment), single teacher schools
• Problems relating to availability of Language teachers especially in Border Areas
• Study the existing situation, gaps, issues in depth of the problem areas identified
• Put forward recommendations that will bring about long term and large scale improvements and solutions in the problem areas defined
• Formulate principles and guidelines that will streamline and improve the condition in the problem areas defined
• Recommend policy changes wherever applicable upon study of policy change proposals and recommendations of State Government and external agencies
• Update the Meghalaya State Education Policy to be in sync with the NEP 2020
