Shillong, April 11: The Khasi Hills Autonomous District Council (KHADC) in a notification dated April 4 has barred Rangbah Shnongs (village headman), Myntris and Sordar Shnongs from involving in politics or be part of any political party.
In an Executive Committee (EC) meeting held on March 15, the KHADC has decided that, “A Rangbah Shnong, Myntri Shnong, Sordar Shnong, Headman, Matabor, shall not be a member of or be associated with any political party or any organization which takes part in politics or assist in any manner any political movement or activity.”
It further asked all traditional heads to obtain sanad from their respective traditional chief to validate their claim as an elected traditional head. “All duly elected Traditional Heads, viz., Rangbah Shong, Myntri Shnong, Sordar Shnong, Headman, Matabor, must obtain a proper Sanad (Appointment order) from concerned Traditional Chief as provided under the relevant Acts, Rules of the Hima/Elaka concerned as the case may be. Anything contrary to the above shall be deemed illegal which is null and void,” it said.
The KHADC also stated that any representative on behalf of the Dorbar Shnong before issuing “residential certificate” to local residents should properly verify the antecedents and genuineness of such residents under the relevant Acts, Rules of the Hima/Elaka concerned.
Further, the KHADC stated that: “A Rangbah Shnong, Myntri Shnong, Sordar Shnong, Headman, Matabor, must issue residential certificates to Khasi indigenous tribe strictly as provided under the Khasi Hills Autonomous District (Khasi Lineage) Act, 1997, and Rules made there under. Moreover, no certificate shall be granted to any resident for change of Khasi Kur/Jait/Clan or assume any Khasi Kur/Jait/Clan without following the provisions of Section 3 & Section 12 of the said Act mentioned above.”
