Meghalaya among Northeast’s top logistics performers

Shillong, May 14: Meghalaya has emerged as one of the top-performing states in the Northeast in the Logistics Ease Across Different States (LEADS) 2025 report released by Union Commerce and Industry Minister Piyush Goyal, with the state being placed in the “High Performers” category among northeastern states.

The report, released during the LEAPS Awards 2025 ceremony in New Delhi on May 13, ranked Meghalaya alongside Tripura in the “High Performers” category, while Mizoram was named the lone “Exemplar” state from the Northeast. Assam, Nagaland, Arunachal Pradesh, and Manipur were placed in the “Accelerators” category, while Sikkim was classified as a “Growth-Seeker.”

High Performers comprise States and Union Territories that demonstrate strong and consistent outcomes across the majority of performance indicators. Accelerators comprise States and Union Territories that have demonstrated notable improvement momentum and a clear reform orientation in recent years. Growth Seekers represent States and Union Territories that are at a foundational stage of logistics system development and institutional strengthening.

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, said the LEADS framework serves as a national benchmark to assess logistics efficiency, infrastructure, policy support, and service delivery across states and Union Territories.

LEADS is DPIIT’s flagship assessment of logistics performance across States and Union Territories and serves as a key benchmarking and reform tool for improving logistics efficiency across the country.

According to the report, the new four-tier classification framework introduced in LEADS 2025 is aimed at enabling more nuanced assessment of logistics ecosystems and supporting targeted reforms under the PM GatiShakti National Master Plan and the National Logistics Policy.

The applicants were assessed on parameters including technological innovation, Environmental, Social and Governance (ESG) practices, multimodality, alignment with the National Logistics Policy, operational efficiency, safety, research and development, gender diversity and contribution towards employment generation and skill development.

Addressing the event, Piyush Goyal said Prime Minister Narendra Modi’s focus on reducing logistics costs is helping strengthen India’s global competitiveness through investments in infrastructure, seamless supply chains, and technology-driven reforms.

The minister also said India recorded an all-time high export figure of USD 863 billion in the financial year ending March 31, 2026, despite global economic challenges, and has now set a target of USD 1 trillion exports for the current year.

Officials said Meghalaya’s inclusion among the “High Performers” reflects improving logistics infrastructure, better connectivity initiatives, and reforms aimed at strengthening supply chain efficiency in the state and the wider Northeast region.
