Meghalaya mandates TIMS App for SSA teachers’ attendance amid ongoing protests for salary hike

Shillong, Oct 21: In a move to enhance accountability and administrative oversight, the Government of Meghalaya has mandated that all Samagra Shiksha Abhiyan (SSA) teachers submit their daily attendance through the Teacher Information Management System (TIMS) app.

This order, issued by the State Education Mission Authority of Meghalaya (SEMAM), aims to address concerns over inconsistent attendance reporting by SSA teachers, which has hindered transparency and administrative efficiency.

According to the directive, all SSA teachers across the state must register and actively use the TIMS app for attendance submission. The use of the app will ensure accurate attendance records, which will be linked to the release of salaries through the Payroll and Employee Management System (PEMS).

“The TIMS app is a vital tool in ensuring teacher presence in schools, and it aligns attendance records with the timely disbursement of salaries,” the order states. District Mission Coordinators (DMCs) have been instructed to conduct regular inspections to ensure compliance with the directive.

The order, signed by State Project Director, Swapnil Tembe, has been circulated to all Deputy Commissioners and District Mission Coordinators for immediate implementation.

This directive comes at a time when SSA teachers are staging an indefinite sit-in protest, demanding a 100% salary hike and the transfer of 13,000 SSA teachers from the State Implementation Society to the Education Department to secure their employment status.

While recognizing the teachers’ demands, the Meghalaya government has clarified that an immediate resolution to these issues is not feasible due to financial constraints. Education Minister Rakkam A. Sangma recently addressed the situation, acknowledging the concerns of the SSA teachers but stated that the government is working on a balanced solution.

“The demand for a 100% salary hike is challenging in view of the current fiscal limitations, but we are actively exploring options to address the situation in a fair and sustainable manner,” Sangma said.
