President’s Rule revoked in Manipur

Imphal, Feb 4: The Ministry of Home Affairs on Wednesday issued a notification revoking President’s Rule in Manipur with immediate effect.

The development comes just hours before the swearing-in ceremony of the new Manipur government scheduled for this evening. MLAs of the BJP-led National Democratic Alliance (NDA) are set to formally take oath under the leadership of Chief Minister-designate Yumnam Khemchand Singh.

Khemchand Singh belongs to the Meitei community. The two Deputy Chief Minister-designates — Nemcha Kipgen and Losii Dikho — represent the Kuki and Naga tribes respectively, reflecting a broad-based political outreach in the new dispensation.

Seven-time MLA from Bishnupur district, Govindas Konthoujam, said he has been assigned the Home portfolio. “I am committed to serving Manipur with discipline, restraint, and dedication to stability and public order,” he said.

According to a notification published in the Gazette of India (Extraordinary), President Droupadi Murmu has withdrawn the Proclamation issued under Article 356(2) of the Constitution in relation to Manipur.

The order, dated February 4, 2026, revokes the earlier Proclamation issued on February 13, 2025, which had placed the state under President’s Rule.

“In exercise of the powers conferred by clause (2) of Article 356 of the Constitution, I… hereby revoke the Proclamation issued… in relation to the State of Manipur with effect from the 4th day of February, 2026,” the notification stated.
