Shillong, Aug 14: An officer and a personnel from the Meghalaya Civil Defence & Home Guards Department have been awarded the Meritorious Service Medal (MSM) in recognition of their distinguished service, coinciding with India’s 79th Independence Day celebrations.

According to an official communication from the Ministry of Home Affairs, Badalyne Kharkongor, Divisional Commandant, Shillong Home Guards Division, and Naik Parsing Ch Marak of the Central Training Institute, Civil Defence & Home Guards, were selected for the prestigious award.
The announcement follows the Presidential Notification Nos. 88-Pres/2023 to 91-Pres/2023, dated October 14, 2023, which merged service and gallantry medals for the Police, Fire Service, Home Guards & Civil Defence, and Correctional Service into four unified categories. Under this system, the same medal is now awarded across all four organisations, replacing organisation-specific honours.

The recognition highlights the dedication and commitment of Meghalaya’s Civil Defence & Home Guards personnel to public service and safety.
