Shillong, June 29: The Meghalaya and Greater Shillong Progressive Hawkers and Street Vendors Association (MGSPHSVA) on Sunday said it will not allow forceful evictions of hawkers in the Khyndailad area till flaws that include issuing licenses to persons having shops, are rectified.
In a statement, MGSPHSVA General Secretary Shane Thabah said the association demands a thorough, fair, and transparent process for the pilot respacing and relocation of hawkers.
“We will not allow forceful evictions till the flaws such as issuing licenses to persons having shops despite legitimate objections and denial of licenses to genuine hawkers on frivolous grounds are rectified,” he stated.
The association has been steadfast in ensuring that the law – Street Vendors (Protection of Livelihood and Regulation) Act, 2014 – is implemented in letter and spirit since its legal challenge in the Meghalaya High Court in 2016.
The association has been cooperating with the government to ensure that the rights of street vendors are upheld as per the law.
However, Thabah said the association has pointed out lapses in the implementation of the law, including the failure of the digital survey and unilateral decisions regarding construction of vending stalls.
The MGSPHSVA insists on a participatory and collective exercise of designing the hawker space and has consulted architects and planners from various states to bring in best practices.
The association has also called on more designers and local artists to be part of the planning for a transformative space that upholds the rights of all citizens.
