47 new Assam MLAs to get Assembly training

Guwahati, June 22: With nearly 50 first-time legislators set to enter the Assembly, Assam Legislative Assembly Speaker Ranjeet Kumar Dass has announced a two-day orientation programme aimed at familiarising newly elected MLAs with parliamentary procedures ahead of the Budget Session.

The training programme will be held on July 4 and 5, just before the Assembly convenes on July 6 for its month-long Budget Session.

According to the Speaker, around 47 newly elected MLAs will participate in the initiative, which is designed to help them navigate the rules, procedures and legislative tools available to members inside the House.

“Since many of the new MLAs do not have experience in the parliamentary system, we have arranged a two-day training programme to help them understand the functioning of the Assembly,” Dass said.

The orientation will feature sessions by former Speaker Hitendra Nath Goswami, former Deputy Speaker Dr. Nomal Momin, Nagaland University Vice-Chancellor Dr. Samudra Gupta Kashyap and other parliamentary experts.

Dass said the Assembly’s functioning involves several procedural mechanisms that legislators must understand in order to participate effectively in debates, discussions and legislative business.

While the programme is primarily intended for first-time legislators, senior MLAs, ministers and other interested members have also been invited to attend.

The announcement comes ahead of what is expected to be a significant Budget Session, with the state Budget scheduled to be tabled on July 10. The session will run from July 6 to July 31 and is expected to have 21 working days.

Following the presentation of the Budget, the Assembly will hold detailed discussions and debates before taking up legislative business and other matters of public importance.

The initiative reflects an effort to strengthen legislative functioning by ensuring that newly elected representatives enter the House better equipped to participate in parliamentary proceedings from day one.
