Amit Shah to lay foundation stone of Assam’s second Assembly Complex in Dibrugarh on January 30

Dibrugarh, Jan 21: Union Home Minister Amit Shah will visit Dibrugarh on January 30 to lay the foundation stone of Assam’s second Legislative Assembly Complex, a major step in the state government’s plan to develop Dibrugarh as Assam’s second capital.
State Water Resources Minister Pijush Hazarika on Wednesday reviewed preparations for the high-profile visit, which will also include a public rally at Khanikar Playground, expected to draw around one lakh people.

“Union Home Minister Amit Shah will lay the foundation stone of Assam’s second Assembly Complex at Khanikar in Dibrugarh on January 30. He will also address a rally at Khanikar Playground. Under the direction of Chief Minister Himanta Biswa Sarma, I have come to take stock of the preparations,” Hazarika told reporters during an inspection of the venue.

He said the Assembly Complex marks a concrete move towards fulfilling Chief Minister Himanta Biswa Sarma’s commitment to strengthen Dibrugarh’s role in Assam’s administrative framework.

“The establishment of the Assembly Complex is in line with the Chief Minister’s vision to develop Dibrugarh as the second capital of Assam. For that, a capital or Assembly complex is the first step,” Hazarika said.

The minister added that the project is part of a larger, phased development plan. “In the coming days, a Ministers’ Colony, MLAs’ Colony and the Speaker’s residence will also be constructed in Dibrugarh,” he said, outlining the long-term roadmap for building comprehensive legislative infrastructure in eastern Assam.

During the visit, Amit Shah will also centrally launch a ₹692.05-crore flood management project for Assam. The project aims to develop 14 major wetlands across the state into managed water reservoirs capable of storing excess river water during the monsoon and supplying irrigation during the dry season.

“These wetlands will store water during floods, helping mitigate flood impact, and the stored water can later be used for irrigation in dry periods,” Hazarika said, describing the wetlands as “large water reservoirs”.

He said the initiative offers an innovative and long-term solution to Assam’s recurring flood crisis, which annually causes widespread displacement and damage to agriculture and infrastructure. By transforming wetlands into regulated water reserves, the project seeks to improve flood control while strengthening the state’s overall water security.
