Dibrugarh, April 6: With just days left for polling, Prime Minister Narendra Modi on Monday mounted an aggressive final campaign blitz across Assam, framing the election as a choice between “past instability” under Congress and a “prosperity push” under the BJP.
The Prime Minister addressed three rallies across the state—at Bhabanipur-Sorbhog in Barpeta district, Hojai in central Assam, and Moran in Dibrugarh—canvassing support for BJP candidates in a high-voltage final outreach ahead of the April 9 Assembly elections.
Beginning his campaign in Lower Assam, Modi rallied support for state minister Ranjeet Kumar Das in Barpeta. He then addressed a rally in Hojai for BJP candidate Shiladitya Dev, before concluding the day in Upper Assam’s Moran in support of state minister Prasanta Phukan.
‘From peace to prosperity’
At his Barpeta rally, Modi drew a clear distinction between the BJP’s first decade in power and its roadmap for the future.
“The last 10 years were about establishing peace and harmony. The coming years will be about expanding Assam’s prosperity,” he said.
He added that while the earlier phase focused on addressing “insecurity and inconvenience,” the next five years would prioritise economic expansion, self-reliance, and positioning Assam on the global stage.
Upper Assam outreach: development and infrastructure
At Moran in Dibrugarh, the Prime Minister highlighted infrastructure expansion and welfare delivery as key pillars of the government’s development push.
He cited projects such as the Bogibeel Bridge and Dr Bhupen Hazarika Setu, along with ongoing connectivity initiatives like the Jorhat–Majuli bridge, to underline improvements in regional connectivity.
Referring to a recent milestone where fighter jets landed on a highway stretch in Moran, he said it reflected the improved quality and strategic utility of road infrastructure. “There was a time when Assam struggled for basic roads; today, we have highways capable of supporting aircraft operations,” he said.
He also criticised delays in projects such as the Numaligarh–Dibrugarh highway, alleging that despite approval in 2005, progress remained stalled for years under Congress rule.
Sharp attack on Congress
Across his speeches, Modi targeted the Congress, accusing it of lacking long-term vision and pursuing what he described as a “short-term and corruption-driven” model of governance.
“Congress works with a short-term mindset and focuses on opportunities for corruption. BJP works with a long-term vision for development,” he said.
He also alleged a “step-motherly attitude” towards Assam under previous governments, claiming that regions such as Upper Assam and the Barak Valley were neglected, leaving the state “divided and underdeveloped.”
In a fresh attack, the Prime Minister accused the opposition of spreading misinformation, including through AI-generated content, and criticised what he described as attempts to create confusion around welfare schemes like Orunodoi. He said the scheme’s scope would be expanded further.

Development pitch
Highlighting Assam’s economic potential, Modi said improved connectivity is boosting tourism, pointing to sites such as Manas National Park and Kamakhya Temple.
In a direct outreach to farmers, he announced that Assam’s Joha rice will now reach European markets, calling it a major boost for local agriculture.
On women’s empowerment, Modi referred to the Nari Shakti Vandan Act, which provides 33 per cent reservation for women in Parliament and state legislatures, and said efforts would continue to strengthen women’s participation in governance.
Security and identity
Emphasising national security, the Prime Minister said curbing illegal infiltration remains a key priority, linking it to both Assam’s identity and development trajectory.
“Every vote you cast will strengthen Assam’s security and accelerate its development journey,” he said.

‘Nation First’ message in final appeal
Marking the BJP’s foundation day, Modi reiterated the party’s guiding principle of “Nation First,” tying it to the broader goal of building a developed and self-reliant India.
Framing the election as a choice between “past instability” and “future growth,” he made a final appeal to voters to support the BJP.
