GHADC Budget Session: Opposition throws volley of questions to ruling bench, Bernard raises 6 motions

Tura, Sept 7: On the second day of the ongoing Budget Session of Garo Hills Autonomous District Council (GHADC), the opposition parties raised various questions. The Question Hour was the most intense with numerous questions thrown at the Ruling Bench by the Opposition.

A number of question related to central assistance witnessed heated debate.

Questions and answers

Congress MDC Sadhiarani Sangma asked the House if GHADC is changing the logo of the Council, to which CEM Benedic Marak replied that the logo is being redesigned to 3D.

On a question asked by Congress MDC Cherak Momin on enhancing on land and revenue fee, Dy CEM Nikman Marak said decision to increase revenue fee has been initiated, however, no official order has been issued.

House refuses to admit Bernard’s motions

BJP’s Tura MDC, Bernard Marak raised six non-official motions related to Nokma being given the sole authority over Aking land, GHADC seats to be reserved for tribals, pattas issued to government departments in A’king land without Nokma document to be cancelled, amongst others, which were not admitted in the House.

– Motion 1: Nokmas should be the sole authority over their A.king land and all taxes should be routed through them. And as per Article 243 ZC, Municipality should be abolished.

– Motion 2: Birth Certificate, Death Certificate and Tribal Certificate should be issued by GHADC to people residing in the Scheduled areas of Garo Hills.

– Motion 3: Non Scheduled areas/ Mauzas should be abolished from the Sixth Scheduled areas of Garo Hills.

– Motion 4: The GHADC seats should be reserved for the Tribals. Non Tribals should be barred from contesting in the GHADC election.

– Motion 5: Patta issued to the government department in an A.king land without Nokma document and following acquisition process should be cancelled.

– Motion 6: All towns and rural projects should be taken up by GHADC, including Jal Jeevan Mission and PMAY, etc.
