Shillong , May 29: Cabinet Minister and MDA-II spokesperson, Paul Lyngdoh, on Thursday clarified that the Hynniewtrep National Liberation Council (HNLC), a proscribed outfit, will remain banned due to its unwillingness to respond positively to peace overtures from the government.

“We are open to the idea of talking. In fact, when talking to them (HNLC) would be one step ahead of the ban on the organization being lifted. But since they have not responded favorably, hence the ban continues,” Lyngdoh stated, emphasizing the government’s readiness for dialogue if the group shows a genuine willingness to engage.

The HNLC was first declared an unlawful association in November 2000 under the Unlawful Activities (Prevention) Act (UAPA), 1967. The ban has been extended multiple times since. The most recent extension, issued by the Union Ministry of Home Affairs in December 2024, will keep the ban in effect until 2029. The central government cited ongoing threats to national security and public safety as the basis for this decision.

Earlier attempts at peace talks, including a tripartite dialogue, ended unsuccessfully after the HNLC walked out midway through the process.
