Shillong, July 23: The Pahamsyiem Village Council under Nongpoh in Ri Bhoi District has abruptly cancelled a planned Lucky Draw event that was scheduled to take place on July 24, citing serious irregularities and potential misuse of tickets.
The announcement was made by the headman, Jetwin Lyngdoh, who informed the public on Wednesday that the event has been called off with immediate effect.

Speaking to reporters, Lyngdoh revealed that the council had no choice but to halt the Lucky Draw after discovering that several individuals had taken large numbers of tickets to resell but failed to return unsold tickets or submit the corresponding receipts during the collection phase.
This raised suspicions about the transparency and credibility of the event.
Due to the failure to account for all the tickets and receipts, the council said it could no longer conduct the draw in a fair and accountable manner.
The situation has created significant concern within the Dorbar Shnong (village authority), prompting the cancellation to avoid any further complications or possible legal issues.
Lyngdoh further assured that all those who purchased tickets will be refunded in full.
However, buyers are advised not to discard their tickets, as they must present them to claim their money.
The date and process for the refund will be announced through newspapers and news outlets.
While the council has framed this as a preventive measure, the unexplained ticket handling and lack of accountability have led to growing suspicions among villagers that the entire Lucky Draw might have been a front for a lottery scam.
