Shillong, March 20: Meghalaya has emerged as a national leader in tobacco control, with 86% of its schools certified as Tobacco-Free Educational Institutions (ToFEI)—the highest in India—marking a major public health milestone in a state grappling with high tobacco use.
The achievement comes against a stark backdrop: nearly 8,000 tobacco-related deaths annually and 47% adult tobacco consumption, according to the Global Adult Tobacco Survey (2017). Officials say the success underscores the state’s push to curb tobacco use early, particularly among children.
Launched three years ago under the National Health Mission, the ToFEI programme is being implemented by the Departments of Health and Education in collaboration with Sambandh Health Foundation.
To be certified as a Tobacco-Free Educational Institution, a school must achieve a minimum score of 80. These activities include anti-tobacco signage within premises, awareness campaigns, rallies by students and strict compliance with tobacco control norms, making the school a safe campus from addiction for students. Every year, nearly 10,000 schools across Meghalaya actively participate in anti-tobacco rallies, signature campaigns and awareness drives, creating a statewide environment that discourages children from falling prey to addictive tobacco products.

“Achieving 86% tobacco-free schools is not just an administrative milestone, but a major public health victory for our children,” said Jennyfer Jones Synrem, State ToFEI Nodal Officer.
Health officials also flagged the urgency of the initiative, citing data that 34% of children aged 13–15 consume tobacco in some form. “Schools play a critical role in shaping lifelong behaviour. This effort is about protecting future generations,” said Dr Nabaneeta D. Mawrie, State Nodal Officer, National Tobacco Control Programme.
Backed by digital monitoring systems and coordinated implementation at district and grassroots levels, the initiative has mobilised educators, students, and communities alike.
Officials say the milestone not only reflects strong governance and inter-departmental coordination but also sets a new benchmark for tobacco control efforts across India.
