Aizawl, May 2: In a landmark moment that redefines India’s educational map, Mizoram has become the first fully literate state in the country under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. The declaration was made today by Chief Minister Lalduhoma at a spirited celebration held at the Mizoram University Auditorium, marking a triumph not only of policy, but of people.
Graced by Union Minister of State for Education, Skill Development & Entrepreneurship Jayant Chaudhary, and Mizoram’s Education Minister Dr. Vanlalthlana, the event was chaired by Chief Secretary Khilli Ram Meena, who opened the gathering with a warm welcome.

Calling the moment a “transformational milestone,” Chief Minister Lalduhoma praised the collective willpower and vision of Mizo society. “This is not merely a statistic—it is a reflection of who we are: resilient, determined, and forward-looking,” he said. He paid special tribute to the 1,692 adult learners who broke barriers—of age, circumstance, and expectation—to embrace literacy later in life.
But this milestone, he emphasized, is a beginning, not an end. “Let this be the dawn of an era of opportunity, empowerment, and inclusion,” the Chief Minister declared, urging every citizen to now reach for digital literacy, financial independence, and entrepreneurship.

Union Minister Jayant Chaudhary echoed the sentiment, hailing Mizoram’s feat as a moment of national pride. “Mizoram’s inclusive approach to education is a model for India,” he said. “This is not just a celebration for the state—it’s a call to action for the entire nation.”
According to the latest Periodic Labour Force Survey (PLFS 2023–2024), Mizoram now boasts a literacy rate of 98.2%, well above the 95% benchmark set by ULLAS for full literacy status.

Behind this success story is a remarkable web of community collaboration and administrative focus. The State Literacy Mission Authority, under the School Education Department, led the charge with vital support from Samagra Shiksha and the New India Literacy Programme (Nav Bharat Saksharta Karyakram). The State Centre for Literacy (SCL), working under SCERT, developed accessible learning materials in both Mizo and English, tailored to district-specific needs.
