Mizoram declares itself ‘insurgency-free’ as last militant group surrenders

Aizawl, May 1: In a historic breakthrough for peace in the Northeast, Mizoram has declared itself “insurgency-free” after the last remaining militant outfit, the Hmar People’s Convention (Democratic), laid down arms on Thursday.

A total of 43 cadres, including leader Sanate, surrendered their weapons at a “homecoming and arms laying ceremony” held at Sesawng near Aizawl, marking the formal end of decades-long insurgency in the state.
The Sanate-led faction was widely regarded as the final active underground group in Mizoram.

Chief Minister Lalduhoma, who attended the ceremony, called the moment a “milestone in Mizoram’s history,” asserting that no armed insurgent groups are now operating in the state.
“We are all Mizos… we will thrive only through unity,” he said, urging communities to move beyond sub-tribal divisions and embrace a shared identity.

Reflecting on his own role in past peace efforts during the insurgency led by the Mizo National Front, Lalduhoma said the “price of peace is high,” recalling his decision to resign from the Indian Police Service to contribute to conflict resolution.

He praised the surrendering cadres, stating that “only the truly courageous have the strength to lay down arms for the greater good.”

The ceremony follows a peace accord signed on April 14 between the Mizoram government and the HPC(D), effectively ending armed resistance in the region.

The Hmar insurgency dates back to the late 1980s, driven by demands for an Autonomous District Council under the Sixth Schedule. While earlier agreements in 1994 and 2018 brought major factions into the mainstream, the Sanate faction remained active until now.

With this final surrender, Mizoram closes a long chapter of insurgency, paving the way for sustained peace, stability, and development in the state.
