PM Modi to unveil ₹5,450-crore projects in Assam; to witness IAF aerial show at Northeast’s first Emergency Landing Facility

Guwahati, Feb 13: Prime Minister Narendra Modi will visit Assam on February 14 (Saturday) to inaugurate and flag off projects worth over ₹5,450 crore, spanning strategic infrastructure, digital capacity, higher education and urban mobility, in a major push for the Northeast.

The Prime Minister will begin his visit at 10:30 am by landing at the newly built Emergency Landing Facility (ELF) on the Moran Bypass in Dibrugarh — the first such facility in Northeast India — where he will witness an aerial display by Indian Air Force fighter jets, transport aircraft and helicopters.

The ELF, developed in coordination with the Indian Air Force, has been designed as dual-use infrastructure to support both military and civilian aircraft during emergencies. It can handle fighter aircraft up to 40 tonnes and transport aircraft with a maximum take-off weight of 74 tonnes.

Officials said the facility will significantly enhance disaster response and strategic preparedness in the region by enabling the rapid deployment of rescue and relief operations during natural calamities and other contingencies.

At around 1 pm, the Prime Minister will visit the Kumar Bhaskar Varma Setu over the Brahmaputra, built at a cost of approximately ₹3,030 crore. The six-lane extradosed prestressed concrete (PSC) bridge connects Guwahati with North Guwahati and is the first extradosed bridge in the Northeast.

The bridge is expected to reduce travel time between Guwahati and North Guwahati to just seven minutes.

Given the region’s high seismic vulnerability, the structure incorporates base isolation technology using friction pendulum bearings. It also features high-performance stay cables and an integrated Bridge Health Monitoring System (BHMS) for real-time condition tracking and early damage detection.

At around 1:30 pm at Lachit Ghat in Guwahati, the Prime Minister will inaugurate and flag off multiple projects aimed at strengthening connectivity, digital infrastructure and higher education in the region.

He will inaugurate the National Data Centre for the North Eastern Region at Amingaon in Kamrup district. The facility, with a total sanctioned load of 8.5 MW and an average rack capacity of 10 kW per rack, will host mission-critical government applications and function as a Disaster Recovery centre for other national data centres. The project is expected to strengthen the ICT backbone of the Northeast and support secure, uninterrupted delivery of citizen-centric services.

The Prime Minister will also inaugurate the Indian Institute of Management (IIM) Guwahati, a move expected to give a significant boost to management education and academic opportunities in the region.

During the event, the Prime Minister will flag off 225 electric buses under the PM-eBus Sewa Scheme — 100 for Guwahati, 50 for Nagpur, 50 for Bhavnagar and 25 for Chandigarh.

With the launch of operations in these four cities, more than 50 lakh citizens are expected to benefit from clean, affordable, and reliable public transport services, thereby improving urban mobility and reducing emissions.

The visit underscores the Centre’s continued focus on strengthening strategic infrastructure and accelerating development in the Northeast.
