West Shillong MLA grills power minister on MSERC’s autonomy

SHILLONG, FEB 19: UDP legislator from West Shillong Paul Lyngdoh on Thursday pressed the Power Minister Metbah Lyngdoh on the functioning of the Meghalaya State Electricity Regulatory Commission (MSERC), questioning the implications of its statutory status.

Paul asked for clarity on the government’s control and influence over the commission, to which Minister Lyngdoh replied, “The power of the state government is restricted to policy decisions.”

He however said that the government cannot influence the commission decisions on power tariff determination

Paul persisted, citing a meeting last year where concerns over power cuts and bills were raised, asking if MSERC had conducted consultations.

Metbah Lyngdoh said the commission holds public hearings on grievances and sends tariff revision proposals annually. “Public hearings are held annually,” he added.

When opposition VPP MLA Heaving Stone Kharpran asked about MSERC’s budget, the minister said the state government allocated Rs 3.20 crore for 2025-26.

On pending appeals and action on public hearing concerns, Metbah Lyngdoh said he needed notice for details.

“Regarding tariff, charges are built based on commission-approved rates. No one can bill more than that,” he stated.
