Arunachal Pradesh declares 2025–35 as “Decade of Hydro Power”, Cabinet greenlights strategic reforms and revenue plan

Guwahati, June 13: In a decisive push to harness its massive hydropower potential, the Arunachal Pradesh Cabinet on Thursday unveiled landmark decisions, including strategic revenue management from hydroelectric projects (HEPs), advancing the critical Siang Upper Multipurpose Project (SUMP), and laying the foundation for future-ready towns in Upper Siang.

Declaring the period 2025–2035 as the “Decade of Hydro Power,” the state aims to tap into its estimated 58,000 MW potential through a mix of mega, large, and small HEPs. The Cabinet underscored that nearly 19 GW of hydropower projects—currently under development—will bring in cumulative investments exceeding ₹2 lakh crore in the next decade.

In a key financial decision, the Cabinet approved the creation of an escrow account for managing the projected ₹4,525 crore annual revenue from the sale of free power starting 2035. “This will ensure optimal use of free power benefits for sustainable and inclusive development across Arunachal,” a government spokesperson said. The move is expected to bolster employment, self-employment, and long-term industrial growth in the region.

Meanwhile, the Cabinet was also briefed on the strategic importance of the Siang Upper Multipurpose Project (SUMP), designated a ‘National Project’ in 2008 by the Government of India. Officials emphasized its significance not only in energy generation but also in bolstering national security along sensitive border areas.

Acknowledging concerns raised by local communities over the SUMP’s Pre-Feasibility Report (PFR), the Cabinet called for intensified public outreach. It reaffirmed its commitment to fair compensation and rehabilitation for Project Affected Families (PAFs) should the project advance after the PFR is completed.

To prepare for the project’s potential impact, the Cabinet directed the Urban Development Department to establish New Yingkiong and New Geku Development Authorities for building resilient and future-ready townships. A committee led by the Secretary (Land Management) will examine land and property compensation norms and design a comprehensive rehabilitation package for displaced families.

Additionally, the Cabinet decided to request a special development package from the Centre for Siang and Upper Siang districts, encompassing beneficiary-oriented social development initiatives.

The Public Works Department was also tasked with surveying a “necklace road” along both banks of the Siang River, above the anticipated submergence zone.
