Assam Cabinet clears landmark reforms on education, tea garden land rights, universities and aviation MRO push

Guwahati, Nov 24: In a major policy push, the Assam Cabinet led by Chief Minister Himanta Biswa Sarma on Sunday approved a series of key legislative and development proposals spanning education reforms, land rights for tea garden workers, and major investments in aviation infrastructure.

Education Reforms with Student & Staff Focus

 The Cabinet cleared the Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, strengthening fee regulation and bringing even minority-run institutions under a uniform system of registration, fee fixation and periodic renewal to curb arbitrary charges.

It also approved the Assam Education (Provincialisation of Services of Non-Teaching Staff of Venture Educational Institutions) Amendment Bill, 2025, introducing a 6% annual salary enhancement for 3,093 provincialised non-teaching staff — a move carrying a yearly financial outlay of over Rs 3.36 crore.

Further, to support women serving in difficult terrains, the Teachers’ Posting and Transfer Amendment Bill, 2025 will reduce mandatory service tenures in border areas adjoining Bangladesh. Female teachers can now seek transfers after 5 years, instead of the earlier 10.

Boost to Higher Education

Two major private universities — NERIM University, Assam and Azim Premji University, Assam — received Cabinet nod to be established through fresh legislation in the upcoming Assembly session, promising to expand access to quality higher education and research.

Historic Land Rights for Tea Garden Workers

In a landmark move, the Cabinet approved the Assam Fixation of Ceiling on Land Holdings (Amendment) Bill, 2025, removing tea labour lines from “ancillary” land classifications. This will enable secure settlement of homestead land exclusively to tea worker families — benefiting an estimated 3.33 lakh families across 825 estates covering 2.18 lakh bighas.

New Tribal Council & Social Welfare Push

 The Karbi Welfare Autonomous Council Bill, 2025 was approved to safeguard the rights of Karbis residing outside KAAC areas.

The government also moved to permit traditional Buffalo fight (Moh Juj) during Magh Bihu by placing the Prevention of Cruelty to Animals (Assam Amendment) Bill, 2025 before the Assembly — similar to Tamil Nadu’s Jallikattu exemption.

Additionally, the government will table the Mehta Commission Report on 1983 election violence in the next session.

Aviation & Investment Strategy

Assam aims to emerge as the Northeast’s aviation hub through the new MRO Policy 2025, targeting Rs 1,500 crore investment and creation of 1,000 skilled jobs with at least three world-class Maintenance, Repair & Overhaul facilities( MRO) by 2030.

A High Powered Investment Committee, chaired by the Chief Minister, will now fast-track strategic projects of Rs 10,000 crore and above.

The Cabinet also approved a 99-year lease of 8 acres in Morigaon district to KVS for a permanent campus of Kendriya Vidyalaya, Jagiroad, and the introduction of a new Assam Fire and Emergency Services Bill, 2025 to bolster public safety.
