Shillong, Nov 15: Assam–Meghalaya cadre IPS officer Anand Mishra, who previously served in both Assam and Meghalaya—including a notable tenure in the Garo Hills—has won the Buxar Assembly constituency in Bihar. Contesting on a BJP ticket, Mishra defeated Congress candidate Sanjay Kumar Tiwari by a commanding margin of over 28,000 votes.
A 2011-batch IPS officer, Mishra served as Superintendent of Police in several districts of Assam, where he quickly gained popularity for his policing style and community outreach work. His clean record and growing reputation as a social worker became central themes of his campaign, which drew considerable attention.
Born on June 1, 1981, in Prasaunda Village, Shahpur Block, Bhojpur District, Mishra had a distinguished career in the Indian Police Service. He served as SP in Nagaon and SSP in Lakhimpur, gaining recognition as an “encounter specialist” for his fearless operations against Maoists and drug cartels.

Mishra’s decision to resign from his IPS role on January 29, 2024, and enter social work has been pivotal in shaping his political identity.
Buxar, historically a Congress stronghold, has elected the party 10 times out of 17 elections since the constituency’s creation in 1951. The BJP has won the seat only three times previously, while regional parties like the CPM have recorded occasional victories.
In 2020, Congress’s Sanjay Kumar Tiwari had secured a narrow victory over BJP’s Parshuram Chaubey by just 3,892 votes. This year, however, the political tide shifted decisively, with Mishra emerging as the clear winner.
The 2025 Buxar election saw a multi-cornered contest featuring 15 candidates. Alongside Mishra and Tiwari, Jan Suraj Party’s Tathagat Harshvardhan also made his presence felt in the race.
After the results, Mishra expressed gratitude, saying he was overwhelmed by the “affection, support and acceptance.
