Cabinet approves ₹4,250 crore development push for peace-building in Assam, Tripura

Guwahati, Aug 8: In a major move to consolidate peace and fast-track development in Northeast India, the Union Cabinet chaired by Prime Minister Narendra Modi has approved four new components under the Central Sector Scheme of Special Development Packages (SDPs) for Assam and Tripura, with a total outlay of ₹4,250 crore.

The approval follows a series of historic peace accords signed in recent years with key ethnic and insurgent groups, including the Adivasi groups (2022), Dimasa National Liberation Army (DNLA)/Dimasa People’s Supreme Council (DPSC) (2023), United Liberation Front of Asom (ULFA) factions (2023), and National Liberation Front of Twipra (NLFT)/All Tripura Tiger Force (ATTF) (2024).

Key Allocations:
₹500 crore for development in Adivasi-inhabited areas of Assam.
₹500 crore for the North Cachar Hills Autonomous Council (NCHAC) region, targeting Dimasa communities.
₹3,000 crore for ULFA-affected areas across Assam.
₹250 crore for tribal development in Tripura.
The funding is part of the broader ₹7,250 crore package, with the remaining ₹3,000 crore to be contributed by the Assam government.

Implementation Timeline:
The Assam components, totalling ₹4,000 crore, will be rolled out over five years (2025–2030).
The Tripura component, worth ₹250 crore, will span four years (2025–2029).
Officials said the infrastructure & livelihood projects will create employment and will benefit youth and women via skill development, income generation, and local entrepreneurship.

” It is expected to bring stability and mainstream affected communities” the official said.

The scheme is specifically targeted towards the North Eastern States of Assam and Tripura. It will promote equity through improving the socio-economic condition of vulnerable & marginalised groups of people who have not benefited adequately from various existing government schemes.

It will boost employment opportunities, provide health services, and promote education and skilling and income through livelihood activities for youth and women.

The scheme will increase the inflow of tourists from other parts of the country, thereby creating additional employment and livelihood opportunities for the people of the North Eastern Region.

“This is a new initiative under the ongoing Central Sector Scheme of Special Development Packages. The previous MoS-based packages (e.g., for Bodo and Karbi groups) have shown positive outcomes in peace-building and development” a government statement said.
