ED attaches properties worth Rs 71 lakh in Manipur University corruption case

Guwahati , Oct 9: The Directorate of Enforcement (ED), Imphal Sub-Zonal Office, has provisionally attached three immovable properties worth approximately ₹71 lakh under the Prevention of Money Laundering Act (PMLA), 2002, in connection with a corruption case linked to Manipur University.

According to the ED, the attached assets include a residential property worth ₹23.95 lakh belonging to Smt. Konsam (O) Sheityabati Devi, wife of K. Jiban Kumar Singh, the then Finance Officer (in-charge) of Manipur University, and two plots of agricultural land worth ₹48 lakh held by Lourembam Rameshwar Meitei, a contractor and proprietor of M/s Lourembam Enterprises, both located in Imphal.

The attachment follows an investigation initiated on the basis of an FIR filed by the CBI’s Anti-Corruption Branch (ACB), Imphal, against several university officials — including K. Basanta Singh, K. Jiban Kumar, N. Tejendro Singh, and HNK Sarma (then Vice Chancellor) — and contractor Lourembam Rameshwar Meitei. The accused were allegedly involved in a criminal conspiracy to cheat Manipur University by awarding a furniture supply tender for its International Guest House through fraudulent means.

The ED’s probe revealed that the officials awarded tenders to M/s Lourembam Enterprises without following due procedures, violating General Financial Rules (GFR) 148. Despite failing to supply furniture items worth over ₹64 lakh, the contractor allegedly received full payment, including an inflated installation charge of ₹9.65 lakh.

Officials further attempted to conceal the fraud by falsely claiming that the furniture was destroyed in a fire at the university’s recreation hall, causing a “huge wrongful loss” to the institution and “wrongful gain” to the accused, the ED stated.

The total amount of ₹74,01,978 — allegedly misappropriated by the contractor in collusion with Manipur University officials — has been deemed “proceeds of crime” under PMLA provisions.

The ED confirmed that further investigation is ongoing.
