Guwahati, July 5: Guwahati will host the BRICS Heads of Anti-Drug Agencies Meeting on July 6 and 7, bringing together senior drug enforcement officials from 11 emerging economies as India seeks to strengthen global cooperation against synthetic drugs, darknet-enabled trafficking and cross-border narcotics networks.
Hosted by the Narcotics Control Bureau (NCB) under the Ministry of Home Affairs, the high-level meeting is expected to focus on transforming BRICS cooperation from policy dialogue to coordinated enforcement, intelligence sharing and joint action against evolving drug threats.
The meeting assumes significance amid growing concerns over the rapid spread of synthetic drugs, New Psychoactive Substances (NPS), diversion of precursor chemicals, darknet-based drug trafficking and cryptocurrency-fuelled money laundering, all of which have emerged as major challenges for law enforcement agencies worldwide.
Officials from Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa and the United Arab Emirates will participate in the two-day deliberations.
India, which holds the BRICS Chairmanship in 2026 under the theme “Building for Resilience, Innovation, Cooperation and Sustainability,” will push for stronger operational cooperation among member countries through intelligence sharing, monitoring of clandestine laboratories, joint training programmes and coordinated action against emerging synthetic drug networks.
The meeting will focus on three priority areas—combating synthetic drugs and precursor diversion, strengthening intelligence sharing and operational coordination, and expanding capacity building and institutional cooperation.
Delegates will also participate in six thematic sessions covering real-time digital technologies for drug interdiction, tackling darknet-based trafficking, emerging psychoactive substances, preventing diversion of precursor chemicals, reducing drug demand and strengthening institutional mechanisms.
The meeting comes as India intensifies its campaign against narcotics under its recently unveiled Vision Document on Narcotics Control (2026–2029), which seeks to strengthen institutional capacity while combining strict enforcement with awareness campaigns, community participation and treatment for people affected by drug addiction.
The Guwahati meeting will conclude with the adoption of a Joint Declaration outlining the roadmap for enhanced cooperation among BRICS nations in tackling transnational drug trafficking and substance abuse.
The choice of Guwahati as the venue underscores the city’s growing importance as India’s gateway to Southeast Asia and its strategic location in a region that has long faced challenges linked to cross-border narcotics trafficking.
