SHILLONG, JUL 7: BJP leader and Pynthorumkhrah MLA AL Hek on Tuesday alleged that some organizations were misusing benefits under the Foreign Contribution Regulation Act (FCRA), even as many genuine religious groups continued to serve the poor and needy.
Speaking to reporters, Hek said while he was seeking an exemption under FCRA, there was also a need to examine how the provisions were being used.
“Without naming any specific group or denomination, there are some organizations that have not been utilizing FCRA funds properly, yet continue to enjoy the benefits. That needs to be looked into,” Hek said.
“At the same time, there are many other religious organizations — I will not name them — that are doing commendable work in serving the poor and the needy,” he added.
Hek said he had written to Prime Minister Narendra Modi requesting an exemption under FCRA and had received an acknowledgement from the Ministry of Law and Justice stating that his proposals would be examined.
“I have also written to Prime Minister Narendra Modi, and I have received an acknowledgement from the Ministry of Law and Justice stating that my proposals will be examined and considered,” he said.
The BJP MLA said his main intention was to bring all religious stakeholders together for a discussion on the issue.
“I have written to the Government of India seeking action and consideration. My main intention is to bring together all stakeholders from religious groups and organizations to discuss the FCRA issue,” Hek said.
He added that he had already held discussions with the Catholic Bishops’ Conference of India (CCBI) in Delhi and with NEICC at his office in Golf Link, Shillong.
Hek noted that the Chief Minister had also met representatives of NEICC, the Baptist Church, the Catholic Church, and Union Home Minister Amit Shah on the matter.
“I have read in the news that the Chief Minister has met NEICC, the Baptist Church, the Catholic Church, as well as Amit Shah,” he said.
On concerns that the Centre was not listening to grievances, Hek defended the government’s process.
“How can you say they are not listening to the grievances of the people? They are examining the matter. All pros and cons have to be considered before a final decision is made. We are here and we will continue to pursue this,” he said.
Referring to India’s constitutional framework, Hek said, “Our country is secular. The Constitution clearly states that people of all religions, castes and communities are free to practice any faith.”
