Hid Foundation Shillong urges Meghalaya govt to set up statutory admission and fee regulatory commission

Shillong, Apr 26: Hid Foundation Shillong has urged the Government of Meghalaya to immediately constitute a full-fledged statutory regulatory body to oversee admissions and fee structures in educational institutions across the state.

In a press note issued on April 25, the organisation said it had submitted a memorandum on April 24 to Education Minister Lahkmen Rymbui and Commissioner and Secretary to the Education Department Vijay Kumar Mantri (IAS), seeking the creation of a statutory commission to regulate admissions and fee structures in both government and private institutions.

According to the foundation, the state government should introduce legislation titled the Meghalaya Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 2026, along with the Meghalaya Admission and Fee Regulatory Commission (for all Educational Institutions including Government/Private Institutions within the State of Meghalaya) Rules, 2026.

The organisation stated in its memorandum that the absence of a uniform regulatory mechanism has created difficulties for parents and students.

“The absence of a uniform regulatory mechanism has caused severe hardship to parents and students. Arbitrary fee hikes, lack of transparency in admission processes, and the growing commercialization of education have become matters of serious public concern,” the foundation said.

The Hid Foundation said the proposed commission should be empowered to regulate admissions, determine and rationalise fee structures and address grievances related to schools, colleges, universities and other educational institutions across Meghalaya.

It also suggested that the commission should include representation from academicians, legal experts and other stakeholders.

The organisation noted that several states have already constituted similar statutory commissions in compliance with judicial directives and added that courts have held that every state should have such a regulatory mechanism.

It further stated that access to quality education is closely linked to human rights and stressed the need for the government to address the issue.

The foundation also said that if the matter is not addressed within a reasonable time, it may pursue legal representation before a court of law.

The organisation added that the formation of such a commission would help ensure equitable access to quality education and rational fee structures for students.
