SHILLONG, JAN 8: Congress chief Vincent H Pala has expressed caution over the government’s proposal to insert Inner Line Permit (ILP)-like provisions in the new Immigration and Foreigners’ Act, 2025, stating that it’s too early to comment without seeing the text of the Act.
“We welcome it if it protects people’s interests, but until we see what it says in the Act, it’s immature to comment,” Pala said, emphasizing the need for public discussion and scrutiny.
“It may be good or it may be bad, we cannot say till we see the proposal. When they make a law, they will have to discuss with the public or they will tell the law commission to frame the laws. It is a central law; it will be discussed normally. So, we will see what the texts in the Act say, then we can say,” he added.
Asked that the state government had already passed a resolution to implement ILP in 2019, Pala however said, “That is a resolution just to implement but you have to frame the laws, you have to frame the Act. Resolution is a one-page resolution but the Act has to be from which they will take.
I think it will be very premature to say without seeing the proposal.”
Whether the party is satisfied with the state government’s handling of influx and illegal immigration issues, Pala criticized the BJP and NPP for failing to deliver on promises, citing coal mining and animal transportation laws as examples.
“The BJP and NPP have failed everywhere. For example, in the manifesto they said they will allow coal mining but till now they have not done it. Then they make a law on how to stop transporting cows or animals here and out of that they are harassing the public.”
Pala further expressing distrust in the BJP’s intentions said, “I think they will make a law that favors their own community and targets other communities.”
“You see how they have diluted the MGNREGA, made a new law just bluffing the public. So far, there are no pro-people laws but rather pro-business laws they make so here in this Act also it may be pro for some sections of people and it may be anti for other sections of the people like CAA and all these Acts. So this law also may not be exactly what we think, it may be against us or it may be like that, we have to see how they make it. I think they will definitely make a law to harass someone and help someone. That is why I don’t trust the BJP as they can go to any level as they think the sun will never set,” he added.
