KHADC drama | Denied budget discussion, Opposition walks out in protest

Shillong, June 26: Opposition bench in the Khasi Hills Autonomous District Council (KHADC) on Thursday staged a walkout after they were disallowed to take part in the budget discussion by the Chairman Strong Pillar Kharjana, who cited non submission of names as the reason for his ruling.

“My ruling is not at all biased. I had fixed 4pm of June 24 for submission of names by members (who wished to take part in the budget discussion). This has been the usual practice all along,” said Kharjana, while pronouncing his ruling before the budget discussion during the last day of the council’s summer session.

When the opposition sought clarification, the chairman said, “When names have not been submitted how can I allow it.”

According to him, there were only five members who had submitted their names for participation in the budget discussion.

Disappointed by the chairman’s ruling, leader of opposition Titosstarwell Chyne and all members of the opposition bench staged a walkout as a mark of protest.

On Tuesday, the opposition had also staged a walkout in protest against the Voice of the People Party (VPP)-led executive committee’s decision to table an “unconstitutional budget”.

They have objected to the inclusion of a supplementary demand for the year 2024-25 in the main budget, which according to him, was illegal and unconstitutional.
