SHILLONG, FEB 19: KHADC executive member Seiborlang Warbah has tabled the Khasi Hills Autonomous District Council Members Pension Repealing Bill, 2026, in the council’s budget session, seeking to repeal the Khasi Hills Autonomous District Council (Member’s Pension) Act, 2002.

Laying the statement of objects and reasons, Warbah said, “The Khasi Hills Autonomous District Council (Member’s Pension) Act, 2002, was enacted to provide for the payment of pension to the former Members of the District Council. Based on legal interpretations and Court rulings in Meghalaya, the post of Member of District Council is generally considered not to be an ‘office of profit’ under Article 191 (1) (a) of the Constitution as they are elected to autonomous bodies created under the Sixth Schedule and not appointed by the State and therefore are not entitled to pension. Hence, this Bill.”
