Meghalaya cracks down on unverified tenants; East Garo Hills issues fresh advisory

Shillong, April 27: The East Garo Hills district administration has issued a fresh advisory mandating strict compliance with tenant verification and registration norms under the Meghalaya Residents Safety and Security Act, 2016.

In the advisory released by the Office of the Deputy Commissioner, authorities warned landlords, tenants, and local bodies that failure to comply with prescribed procedures could invite penalties and legal action.

Under the new directive, landlords must obtain prior clearance from the local authority before renting out any property. Applications are to be submitted in the prescribed format along with tenant documents, and details must be shared with both the local authority and the police.

Tenants, on their part, are required to provide complete and accurate information, including identity proof, photographs, and a self-declaration affidavit. Those relocating within the state must also submit a residential certificate from their previous local authority.

The administration has tasked local authorities with processing applications within 15 days and maintaining updated tenant databases in coordination with police stations. Police have been directed to verify tenant records and report violations to the District Task Force.

Officials said the District Task Force will monitor implementation, review compliance on a quarterly basis, and initiate action in cases of violations.

The advisory also outlines penalties for non-compliance, including fines of up to ₹1,000 for failure to furnish tenant details, along with additional penalties for continued default. Providing false or incomplete information may attract action under relevant laws.

Authorities clarified that offences under the Act are non-cognizable and bailable but remain enforceable.

An appeal mechanism has also been put in place, allowing grievances to be escalated to the District Task Force within 30 days and further to the Commissioner of Division within 60 days.

The administration has urged residents to adhere strictly to the provisions, stating that the measures are aimed at strengthening public safety and improving monitoring of tenant movements in the district.
