SHILLONG, FEB 20: Chief Minister Conrad K Sangma on Monday said the government has decided to allow the district selection committees to approve the reservation roster for the district level posts.
“We have written to the district selection committees. We have given the necessary instructions that from now on the reservation roster for the district level post shall be approved by the district level chairman and hence paper will not have to come to the personnel department. This decision has already been taken,” Sangma said while replying to a short duration discussion moved by UDP MLA Renikton Lyngdoh Tongkhar on matter relating to the delay of the DSC in conducting exams and results.
He said that the deputy commissioners (DCs) are at liberty now, of course following procedures, to go ahead with the recruitment process without taking the necessary approvals from the personnel department.
“The DSCs have been instructed that for recruitments that are done by the district selection committee for posts at the district level, the appointing authority shall forward the reservation roster along with the list of vacancies categories wise to the deputy commissioner and chairman of the DSC who shall compile the vacancy posts and advertise the post category wise as per the reservation roster. For the purpose of this para, the appointing authority for the district level posts, will also include appointments made by directorates only in case of any doubt and clarification the DC may refer the matter to personnel department. Hence, this decision has been taken and hence I am very sure that there should not be an issue in terms of the recruitment at the district selection level,” Sangma added.
Further, the chief minister said that the government has not changed a word of the 1972 Office Memorandum on Reservation Policy.
He said the 1972 OM states: “Considering the position as regards the District level posts as stated above, the Governor of Meghalaya is pleased to order that in respect of posts at the District level where the incumbent are not likely to be transferred outside the District of original posting, there will be a combined reservation of 80 percent of the posts in favour of Garos, Khasi-Jaintia instead of separate reservation of 40 percent each for Garos, Khasi-Jaintia respectively, apart from 5 percent reservation in favour of Scheduled Castes and Other Schedule Tribes. While selecting candidates to such posts, preference should be given to local candidates residing permanently in the district in which the vacancies occur. In other words, in Garo Hills the whole combined reservation of 80 percent will be available to Garos in the absence of any interested candidate belonging to the Khasi-Jaintia community, and in Jowai or Shillong, the combined reservation of 80 percent will be available to Khasi-Jaintias in the absence of any interested candidates belonging to Garo community.”
“If the member (Tongkhar) is saying before recruitment is going on smoothly and now he is confused I see no reason why the OM should create the confusion because there is no change in the OM. It is exactly the same word. Not a comma, not a full stop has been removed in the interest of ensuring that we don’t tinker with anything that could lead to sensitivity and confusion. Therefore, the question of confusion doesn’t arise,” he said.
