Shillong, June 13: The Meghalaya High Court on Thursday suspended an order by the Voice of the People Party (VPP)-led executive committee in the Khasi Hills Autonomous District Council (KHADC) that had revoked the regularisation or permanent job status of 30 casual employees.
The KHADC’s order, issued on May 30, 2025, stated that the regularization of these employees’ services was revoked starting June 1, arguing it was done “de hors the applicable rules” (meaning, outside the rules). However, the order did allow them to continue as casual employees.
Feeling unfairly treated, 26 of these employees took their case to the High Court, according to sources.
After reviewing their petition, a single bench led by Justice B. Bhattacharjee decided it was “deemed appropriate to suspend the operation of the impugned Office Order No.3 57 dated 30.05.2025 till the returnable date.” This means the KHADC’s decision to revoke their regularization is on hold for now.
One of the affected employees, Banrikupar Suting, had specifically asked the court to stop the KHADC’s May 30 order. His plea highlighted that his permanent status as an Enforcement Constable had been taken away, reverting him to a casual position.
Court records show that Suting was first hired as a casual employee in June 2019. After serving for about five years, his service was made permanent in August 2024, based on a decision by the KHADC’s Executive Committee. However, the May 30, 2025 order suddenly revoked this regularization.
The court found no evidence that Suting, or presumably the other employees, were given a chance to explain their side before their permanent status was taken away.
Furthermore, the court pointed out that while the KHADC claimed the regularization was “de hors the applicable rule,” but council’s order didn’t clearly state which specific rule was broken during the regularization process.
Earlier, on June 3, KHADC chief Shemborlang Rynjah had publicly stated that his Executive Committee had terminated 13 newly appointed employees and revoked the regularization of 30 casual employees because they were appointed without any sanctioned posts.
