Meghalaya’s Rose Angelina celebrated as symbol of grassroots change at Digital@10

Shillong, July 17: It’s a story of a girl from Meghalaya who showed the way from a job seeker to a job provider and community leader.

As the country celebrates 10 years of the Digital India programme, the inspiring journey of Rose Angelina M. Kharsyntiew, a Village Level Entrepreneur (VLE) from East West Khasi Hills, Meghalaya, has been spotlighted as a powerful example of how digital access can transform lives at the grassroots.

Once a job seeker in 2015, Rose is today a job provider and respected community leader. Through her Common Services Centre (CSC) named Rose CSC in Mairang, she delivers a wide range of essential services—government schemes, digital banking, insurance, telemedicine, education, and rural e-commerce—directly to people in remote areas.

She has also set up a sanitary pad manufacturing unit under the Stree Swabhiman initiative, promoting menstrual hygiene while generating employment for rural women.

Rose Angelina was among the VLEs honoured at the Digital India@10 national celebration held at Yashobhoomi Convention Centre in Dwarka, New Delhi. The event, led by Union Minister of Electronics & IT Ashwini Vaishnaw and Minister of State Jitin Prasada, recognised the extraordinary contributions of CSCs in narrowing India’s digital divide.

“Amidst the scenic hills and remote villages of Meghalaya, Rose Angelina has led a quiet digital revolution,” said Minister Ashwini Vaishnaw. “Her work shows how technology, when made accessible, can uplift entire communities.”

Since its launch in 2014, the CSC network has expanded from 83,000 to over 5.5 lakh centres, now covering nearly 90% of Indian villages. A growing force in this movement has been women VLEs—over 74,000 of them— who are delivering vital services and building digitally empowered communities.

The Government of India has announced a nationwide initiative to train 10 lakh citizens in Artificial Intelligence at no cost. Village Level Entrepreneurs (VLEs) will be given priority under this initiative, reinforcing the role of Common Service Centres (CSCs) in India’s digital transformation journey.

“With new initiatives such as free AI training for 10 lakh individuals and the continuous expansion of services through CSCs, the next decade of Digital India will rely on changemakers like Rose Angelina to drive deeper digital inclusion in rural India”, a government statement said.
