A social activist from Garo Hills has submitted a memorandum to the Governor of Meghalaya, C. H. Vijayashankar urging his intervention to uphold the requirement of Scheduled Tribe (ST) certificates for candidates contesting elections to the Garo Hills Autonomous District Council (GHADC).
