Tura, June 16: Tura Christian College (TCC) on Monday hosted an awareness program on “Good Governance Through an Institution of Ombudsman” at the District Auditorium, aiming to deepen students’ understanding of governance and accountability mechanisms.
The session began with an introduction by Asst. Professor Yankitina Goldiva D Sangma, followed by a welcome address from the college principal, Dr. Earlitha M Sangma. A special performance by student Lein Rikdambe Ch Sangma preceded the main talk.

The keynote speaker, Cavouright P Marak, Retired IFS officer and Chairman of the Lokayukta, Meghalaya, delivered an insightful address covering the concept of the state, its functions and the evolution of governance from ancient Indian traditions to modern frameworks.
Marak highlighted the eight key principles of good governance—participation, consensus, accountability, responsiveness, effectiveness, efficiency, equity, and inclusiveness. He cited tools such as the RTI Act and Public Service Delivery Act as examples of strengthening governance.
He also explained the origin and importance of the ombudsman, describing it as a representative for public grievances. Tracing its roots to Scandinavia, he emphasized its role in filling gaps left by administrative and judicial mechanisms. He also discussed India’s progress, from the Administrative Reforms Commission’s 1966 recommendation to the passing of the Lokpal Bill in 2013.
The session ended with a lively Q&A, where students engaged directly with the speaker. A vote of thanks was delivered by Noatchi Xavier Ch Sangma, Assistant Professor of Political Science.
