Dibrugarh, Oct 29: Two cadres belonging to different militant outfits — the NSCN (K-YA) and the ULFA (I) — have surrendered before security forces in separate incidents in Arunachal Pradesh’s Tirap district and Assam’s Tinsukia district.
In Arunachal Pradesh, a hardcore cadre of the NSCN (K–Nikki Sumi) faction, identified as SS Lt Nyamphua Hakun, laid down arms before the Khonsa Battalion of Assam Rifles in Tirap district on Tuesday. Hakun, who was actively involved in extortion, recruitment, and illegal tax collection in parts of Tirap and adjoining areas, expressed remorse for his past actions and a desire to return to the mainstream.
According to the Assam Rifles, his surrender was the outcome of sustained outreach initiatives combining relentless counter-insurgency operations with community engagement programs aimed at peace and development. The surrendered cadre will be rehabilitated under the Government’s surrender and rehabilitation policy. Officials described the event as a “significant step toward lasting peace in Arunachal Pradesh and the Northeast.”

In a parallel development, an active ULFA (I) cadre, identified as self-styled SS Corporal Samiran Chetia alias Prabin Asom, surrendered before Tinsukia Police on the same day. A resident of Jagun in Tinsukia district, Chetia had joined the banned outfit in 2022 after earlier being associated with the National Socialist Council of Nagaland (NSCN).
Security sources said the surrender followed a joint operation by Tinsukia police and other forces based on specific intelligence inputs. The operation ended peacefully, without any exchange of fire.

The development comes amid heightened security measures along the Assam-Arunachal border following an attack on an Army camp in Kakopathar, Tinsukia. Recently, forces also apprehended four individuals — Jitu Moran alias Moina (50), Julie Gogoi (38), Dipak Gogoi (52), and Yanshay Sokrang — near the Myanmar border, seizing large quantities of medical supplies allegedly meant for ULFA (I) operatives.
Authorities said the crackdown followed credible intelligence that ULFA (I) Major General Arunodoi Dohutia had ordered medicines and other supplies from a resident of Tinsukia.
