Guwahati, Nov 13: Assam Chief Minister Himanta Biswa Sarma on Thursday announced that the long-suppressed Tiwari Commission Report on the 1983 Assam violence will finally be shared with members of the Legislative Assembly on November 25, more than four decades after it was submitted.
Speaking after a state cabinet meeting at Janata Bhawan, Sarma said the report — headed by Justice Tribhuvan Prasad Tiwari — was tabled in the Assembly in 1987 but never made public.
The Chief Minister said the report contains crucial findings on the Nellie massacre, demographic changes since 1951, and the decline of Assamese ownership of agricultural land — factors that contributed to deep cultural and economic anxieties.
“The report beautifully narrates how Assamese people were losing their identity even then. It remains relevant today,” Sarma said, adding that copies will be placed in the Assembly library for legislators and the public to study.
Sarma stressed that bringing the document into the public domain is essential for understanding Assam’s historical and demographic trajectory, describing it as “a part of our history that should not remain under lock and key.”
The state cabinet has approved the distribution of hard and soft copies of the Commission of Enquiry on Assam Disturbances, 1983, during the upcoming Assembly session.
The Commission — set up under the Commissions of Enquiry Act, 1952 — was constituted on July 14, 1983 to investigate the widespread violence that year.
More than 2,000 people, mostly migrant Muslim women and children, were killed in the Nellie massacre on February 18, 1983, at the height of the anti-foreigners Assam Agitation. The Justice Tiwari-led panel submitted its report in 1984, but it remained unpublished for nearly forty years.
