Guwahati, Nov 20: Assam has secured the top position in the country for implementing the New Criminal Laws, Chief Minister Himanta Biswa Sarma announced on Wednesday.
In a post on X, Sarma said, “Assam is #1 in implementing the New Criminal Laws! With a score of 72.03 against the national average of 44.96, we lead in administrative reforms, efficiency, and ICT integration.” He added that the achievement reflects the state’s commitment to building a “faster, fairer, and more efficient justice delivery system.”

The Assam Police also hailed the recognition, calling it a testament to the chief minister’s leadership and the dedication of police personnel across the state. “We pledge to uphold our ideals of service and keep raising the bar,” the force said in a statement on X.
A police officer said the transition to the new legal framework has made procedures smoother for investigators and the courts. “The new Acts give significant importance to digital evidence. It is easier to present, secure, and makes trials more tamper-proof,” the officer noted.
The Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) replaced the colonial-era Indian Penal Code (IPC), Code of Criminal Procedure (CrPC), and Indian Evidence Act (IEA) from July 1, 2024.
Since the rollout of the three new laws last year, Assam has recorded more than 2.5 times higher conviction rates compared to the previous legal regime. Officials expect conviction figures to improve further over the next two years as ongoing upgrades streamline investigations and trial processes.
