Guwahati, Mar 16: In a significant step towards strengthening peace in the state, the Government of Assam on March 15 signed Memoranda of Settlement (MoS) with several Kuki militant groups and the Hmar Peoples’ Convention (Democratic), Assam Region, bringing them into the democratic mainstream.

The agreements were signed between the state government and the United Kuki Democratic Army (UKDA), Kuki Revolutionary Army (KRA), Kuki Liberation Organisation/Kuki Liberation Army (KLO/KLA), along with the Hmar Peoples’ Convention (Democratic).

Chief Minister Himanta Biswa Sarma described the development as a major milestone in Assam’s ongoing peace process, aimed at ending decades of insurgency and promoting inclusive development.

As part of the settlement, the state government will establish the Kuki Welfare and Development Council and the Hmar Welfare and Development Council to support the socio-economic, cultural and educational advancement of the two communities.

The agreements also include provisions for the rehabilitation of former militants, while families of those who lost their lives during the conflict will receive ex-gratia assistance from the government.

Officials said the pacts are expected to facilitate the surrender of arms, reintegration of former insurgents into society, and accelerate development initiatives in areas inhabited by Kuki and Hmar communities in Assam.

The state government said the agreements reaffirm its commitment to peace, reconciliation and inclusive growth, while strengthening democratic participation among formerly insurgent groups.
