Shillong, July 27: The Babadam Primary Health Centre (PHC) has been awarded the prestigious National Quality Assurance Standards (NQAS) certification by the Ministry of Health and Family Welfare, Government of India. This recognition marks a major step forward in the state’s ongoing efforts to deliver high-quality, patient-centered care in rural and underserved areas.
The NQAS certification, developed by the National Health Systems Resource Centre (NHSRC) under the Quality Council of India (QCI), evaluates public health facilities on critical parameters such as patient care, infection control, cleanliness, infrastructure, and overall service delivery. With this recognition, Babadam PHC becomes the first Primary Health Centre in the entire Garo Hills region to achieve NQAS certification.
Reflecting on the milestone, Sr. Riya, Health Programme Manager at Babadam PHC, said: “This recognition is the result of God’s blessing, our team’s hard work, and unwavering commitment. We’ve built a clean, patient-friendly, and efficient healthcare environment. Receiving the NQAS certification has further inspired us to keep improving the quality of care for our community.”
She added that operating as an IPA (Internal Performance Agreement) facility has made a tangible difference: “The IPA model has given us the flexibility to address local needs, engage closely with the community, and enhance staff accountability. This approach has truly transformed the way we deliver healthcare every day.”
Babadam PHC is among 122 health facilities selected under the Internal Performance Agreement (IPA) model, an initiative of the Meghalaya Health Systems Strengthening Project (MHSSP) supported by the World Bank. The IPA model is a results-based financing approach that links funding to performance, encouraging facilities to meet predefined service quality indicators. High-performing centers receive additional support and resources to sustain and further improve services.
Officials say the PHC’s success is the result of months of rigorous preparation, capacity building, and sustained quality improvement. The team worked in close coordination with the Joint Directorate Quality Committee, which was established through IPA funding under MHSSP. The committee provided continuous mentorship and technical guidance throughout the certification process.
