Cabinet clears Saubhagya, DDUGJY closure; ₹54 Lakh withheld from contractors

Shillong, Sept 11: The state Cabinet has approved the financial closure of the Saubhagya and Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) schemes, based on the final verification report submitted by Meghalaya Power Distribution Corporation Limited (MePDCL), even as it directed action against contractors responsible for Rs 54 lakh incomplete work.

The schemes, aimed at providing electricity to households, had faced delays due to pending inquiries and verification issues.

“We have accepted that report and we have approved the financial closure of the Saubhagya DDUGJY and the additional infra schemes,” Chief Minister Conrad K Sangma told reporters after chairing the meeting on Thursday.

Sangma informed that while physical closure reports were submitted to the Rural Electrification Corporation (REC) and central government agencies three years ago, MePDCL was tasked with conducting further verification due to complaints about incomplete work in certain areas.

“After multiple verifications, MePDCL found that out of Rs 96 crore worth of work in question, Rs 54 lakh worth of work remained incomplete,” he said adding “Based on that we have accepted the financial closure report from the MePDCL and permission was given today to MePDCL to go ahead with the financial closure based on this report that 54 lakhs of work was not complete which means that the payment of those 54 lakh will not be done and the rest of the work have been completed, verification has been done and necessary payment be released.”

Sangma announced that based on MePDCL’s report, the cabinet has decided not to make payments for the incomplete work, affecting around 30-40 villages.

“The contractors will of course be taken to task so in the sense that payment will not be made to them,” he assured.

The Chief Minister expressed optimism about the upcoming RDSS (Revamped Distribution Sector Scheme) approval by the Government of India, which is expected to cover most villages and households.

“RDSS has been approved by the government of India so once this is executed we are hopeful that we will be able to cover most of the villagers and households.”
