Climate vulnerability hotspots uncovered: 25 Meghalaya blocks at high risk

Shillong, July 19: A first ever block level climate vulnerability assessment in Meghalaya has revealed that 25 out of 39 rural development blocks in the state face high to very high vulnerability to climate change, underscoring the urgent need for targeted policy action in one of the country’s most ecologically fragile states.

Climate change poses severe threats to both natural ecosystems and socioeconomic systems, particularly in fragile regions such as the Indian Himalayas. “This study presents a novel, block-level climate vulnerability assessment for Meghalaya
based on the common framework developed under the National Mission for Sustaining the Himalayan Ecosystem (NMSHE). By integrating biophysical and socio-economic indicators through a tiered, top-down approach, the work refines vulnerability evaluation to a finer spatial resolution” the study conducted by the Meghalaya Climate Change Centre says.

The state shares a 443 kms international border with Bangladesh in the south and is bounded by Assam on other sides. Being predominantly rural and heavily reliant on climate-sensitive sectors such as agriculture, water, and forestry, Meghalaya is
particularly vulnerable to climatic shifts and extreme weather events.

The findings use the nationally adopted framework developed under the National Mission for Sustaining the Himalayan Ecosystem (NMSHE) to analyse exposure, sensitivity, and adaptive capacity—offering a detailed picture of where the risks are most acute.

Thadlaskein block in West Jaintia Hills emerged as the most vulnerable, followed by Ranikor and Laskein. In contrast, blocks like Zikzak, Betasing, and Mylliem were ranked among the least vulnerable.

Low household incomes, limited access to institutional credit, inadequate Anganwadi centre provisions, scarce forest resources, and deficient irrigation—are identified as the major drivers of vulnerability.

The study highlights key structural deficiencies that exacerbate vulnerability, particularly in poorer, rural areas. Over 70% of households in 32 blocks earn less than ₹5,000 per month, placing them in a highly sensitive category with limited capacity to cope with climate shocks. Access to institutional credit is severely limited—less than 2% of households across most blocks have a Kisan Credit Card with a credit limit of ₹50,000 or more, a key tool for supporting smallholder farmers.

The researchers also flagged an alarming shortfall in rural public services. Anganwadi centres, which are critical for maternal and child health, are unevenly distributed. In some cases, the gap between the most and least served blocks is as wide as 145 centres. Only a handful of blocks have forest cover exceeding 10 square kilometres per 1,000 rural residents, weakening community resilience that traditionally depends on forest-based resources.

In terms of infrastructure, irrigation remains a major concern. Meghalaya has an average irrigation coverage of just 14.45%, with 29 out of 39 blocks reporting less than 20% of their net sown area being irrigated. This makes agriculture—already a climate-sensitive sector—even more vulnerable to erratic rainfall and prolonged dry spells.

Among the policy recommendations are expanding financial inclusion through improved access to rural credit, scaling up infrastructure like Anganwadi centres and irrigation facilities, and strengthening community-based natural resource management. The study also calls for integrating local data and participatory planning methods to ensure that adaptation efforts are grounded in on-the-ground realities.

“Our findings—revealing that 25 out of 39 blocks fall under high or very high vulnerability—highlight that local-scale analyses can uncover critical disparities that more aggregated assessments might miss. The identification of key drivers (e.g., insufficient financial access, inadequate public infrastructure, and scarce natural resources) directs policymakers to prioritise interventions that improve adaptive capacities” the authors say.

The researchers acknowledge that the assessment relies on secondary data, much of which is not recent, and call for future research to incorporate primary field data and community consultations. They also urge cross-state collaboration in the Indian Himalayan Region (IHR) to develop regional adaptation strategies informed by shared vulnerabilities.
