GHADC, State subcommittee hold first talks on 44-month salary crisis

Tura, Sept 11: In a crucial step toward resolving the long-pending salary crisis in the Garo Hills Autonomous District Council (GHADC), the Council’s Executive Committee held its first official meeting today with a state-appointed subcommittee at the Tura Circuit House.

The GHADC has faced an acute financial crisis for years, with salary backlogs sparking repeated unrest.

Today’s talks marked a renewed attempt by the Council and the state to resolve the crisis collaboratively.

The meeting focused on unpaid salaries stretching over 44 months and deliberated on a bailout package proposed by the Meghalaya government.

The subcommittee, chaired by West Garo Hills Deputy Commissioner Vibhor Agarwal, includes community leaders Father Januarius Sangma, Reverend Frithing D. Sangma, retired MCS officer Charming N. Sangma, and ADC W. Sangma as Member Secretary. The GHADC side was led by Chief Executive Member (CEM) Albinush R. Marak, Deputy CEM Nikam Ch. Marak, and other EC members.

CEM Albinush Marak said the meeting marked the start of a series of deliberations aimed at a practical resolution. “We will have more meetings on how to resolve this issue of salaries and the pending bailout package offered by the state government,” he told Hub News.

Deputy Commissioner Agarwal outlined the subcommittee’s mandate: to review the feasibility of the bailout, suggest long-term reforms, and consider appointing a Principal Secretary-rank officer to oversee salary disbursement. He stressed that reforms would be implemented only with the Council’s consent, describing the subcommittee as an impartial and inclusive body.

While no major differences surfaced, both sides acknowledged variations in how reforms might be implemented. The discussions also addressed improving the practical rollout of bailout measures.

The subcommittee will now consult elected MDCs, gazetted officers, and staff before submitting recommendations within 45 days.

In a separate appeal, Reverend Frithing D. Sangma and Father Januarius urged the public to refrain from spreading inflammatory content or drawing parallels with the recent Nepal situation, calling for peace and responsible communication.
