Identify region-specific, high-impact projects, Scindia tells NE MPs

Guwahati, July 24: Union Minister for Communications and Development of North Eastern Region (DoNER) Jyotiraditya M. Scindia on Thursday chaired a Consultative Committee meeting on Thursday in New Delhi on enhancing coordination and ensuring optimum utilisation of the 10% Gross Budgetary Support (GBS) earmarked for the eight northeastern states—collectively referred to as the Ashtalakshmi states.

The meeting brought together Union Minister of State for DoNER and Education Dr. Sukanta Majumdar, along with several Members of Parliament from the Northeast, focused on strengthening inter-ministerial coordination, expediting grievance redressal, and ensuring that the mandated GBS allocation is translated into tangible development outcomes across the eight Ashtalakshmi states. The MDoNER Minister reaffirmed the government’s commitment to a whole-of-government approach, aligning this effort with the broader vision of a Viksit Northeast and India’s Act East Policy.

Reaffirming the Centre’s commitment to a “whole-of-government approach”, Scindia said the drive aligns with the broader vision of a Viksit Northeast and India’s Act East Policy. Emphasising measurable progress, the Minister revealed that since 2014, the average annual utilisation of the mandatory 10% GBS allocation by central ministries has often surpassed expectations—reaching 104%, 112%, and even 114% in select years.

“Those ministries with continued shortfalls are being guided to set realistic, impact-driven targets, particularly in high-value departments critical to the Northeast’s growth,” Scindia added.

He also called upon MPs to proactively identify region-specific, high-impact projects. He assured them that the Ministry of DoNER would continue to serve as a robust conduit between the states, central ministries, and elected representatives.
