In Assam, Orphanage inaugurated in 2021 now opens as Hotel; Questions rise

Guwahati , Aug 2: A government building in Boro Haflong, once inaugurated as a ‘Home for Orphans and Destitute Children’ in 2021 by Assam Chief Minister Himanta Biswa Sarma, has now been repurposed and inaugurated as a hotel.

The facility, constructed under the Non-Lapsable Central Pool of Resources (NLCPR) at a cost of ₹2.98 crore, was intended to provide shelter and support to orphaned and vulnerable children in Dima Hasao district.

However, government sources revealed that the building remained unused since its inauguration on July 26, 2021, and was never made operational as an orphanage.

In a surprising turn of events, the same structure was partially demolished and renovated in February 2022 for reasons that were never clearly explained. The Dima Hasao Autonomous Council (DHAC) did not issue any clarification at the time regarding the change in plans or the nature of the renovations.

To everyone surprised, the building was re-inaugurated as a private hotel on July 26 – exactly four years after it was first declared an orphan home.

The inauguration was led by Debolal Gorlosa, Chief Executive Member (CEM) of the North Cachar Hills Autonomous Council, who even shared photos of the event on his official social media handles.

The development has triggered a wave of criticism and allegations from the opposition. Former MLA and former CEM Samarjit Haflongbar, along with ex-MAC Deniel Langthasa, have demanded a high-level inquiry into the alleged misuse of funds originally earmarked for child welfare.

In a letter addressed to the Chairman of the Public Accounts Committee of the Assam Legislative Assembly, the opposition leaders have sought a thorough investigation into the financial dealings surrounding the project — including the role of the district’s Social Welfare Department and the DHAC.

At the time of filing this report, the Dima Hasao Autonomous Council has not released any official statement in response to the allegations.
